Here's a simple letter that I've used to send to new stations.

Subject: An invitation to the Critical Mass Radio Network

Hello there,

I'm a volunteer at radioActive sanDiego. We're part of the Critical Mass Radio Network, a network of community radio stations who do a coordinated broadcast once a month. We're looking for more stations to add, and we'd like to invite your station to join us.
