This document is nonformal public agreement between the association of Belorussian indimedii and users of resource. It does not bear the nature of legally legal agreement.

Document describes the principles of the functioning of Belorussian Indimedii, and the public obligations, voluntarily taken with itself by the members of the association of Belorussian Indimedii within the framework of the work on the project.

This document starts, changes and is supplemented by voting the members of the association of Belorussian Indimedii. Current version 1.1 in the revision from 2005-08-31 is based on version 1.0 (2005-05-10) and includes adapted semantic correctings according to the protocol of the encounter of command from 13.08.2005. Revision is located on the consideration of command. 1. Preamble

Indimediya - association of the independent variables OF THE MEDIA and journalists, proposing the noncommercial illumination of events and operational information channel, opened for interaction with all users. Belorussian Of indimediya - one of more than hundreds of independent variables Media- is center, located 0 0N throughout the world and united into the international initiative Indymedia.

Purposes Of Belorussian Indimedii:

• 1.1. Construction of information space for the support of Belorussian libertarnykh activists and guarantee of open interaction between them.
• 1.2. Guarantee of a society with the free and operational information, not passed through the filter of state, commercial and party censorship.
• 1.3. Assignment to the possibilities to each to participate in the propagation of news and analytical information, and also in their free consideration.
• 1.4. Belorussian of indimediya cannot be the organ of any political party.
• 1.5. Our major principles - openness and the absence of discrimination. We invite to the participation of all, who are ready to adhere to these principles.

2. Arrangement of the news

Belorussian indimedia accumulates the news, allowed by both the constants of command, and by any visitor of resource. For this is allowed the mechanism of the open publication - the open tape of news with the possibility of commentaries.

Explanation:

The association of Belorussian indimedii strives for the most complete verification of the placed news. At the same time our fundamental position is such: the principal criterion of the authenticity of any information they are its open consideration. The value of any information depends first of all on its critical comprehension and results of public discussion.

For convenience in the navigation the close ones in the sense of news can be "attached" to each other, creating groups on the themes. Besides the general tape of news, sorted out in the chronological order, the resource presents the possibility of the survey of last news in such groups.

The presence of any note in the summary of "hot" renovations is defined only by the coefficient of its tying to any general theme, and it cannot treat as awarding to some communications of higher "absolute rating", than as another.

Belorussian of indimediya categorically and in any form rejects other or political ideological censorship.

At the same time, for purposes of effective opposition to the pressure of public bodies and other authoritarian groupings the command of Belorussian indimedii is forced in the special cases to move away or to hide from the survey in the general tape of news separate communications. The list of such cases strictly defined, and it is contained in chapter 9. 3. Role and the function of the command of Belorussian indimedii

Definition: By a participant in the command of Belorussian indimedii can be called any person, who places primary materials on the resource or participating in technical operational provisions of center, with the condition of observing by it the principles, proclaimed in chapter 1. Connection and output from the command of Belorussian indimedii free.

Belorussian of indimediya is based on the following operating principles:

• 3.1. Membership and output from the command are free, with exception of the cases, connected with the explicit disturbance by the member of command or by the aspirant of the principles, presented in chapter 1.
• 3.2. The consideration of any questions, connected with the documents, the public position, tactics and strategy of the development of Belorussian Indimedii is free and open, is accomplished in the appropriate division of resource with the open and free access and also at the publicly announced encounters of command. Separate temporary limitations are described in point 3.4.
• 3.3. The guarantee of technical support of resource and direct moderatsiya of soobsheniy is achieved by members of editorial committee. Membership in the editorial committee can be obtained as a result of public voting and considering the candidature by the acting members of committee. Any member of command has the right to advance his candidature on membership in the editorial committee.
• 3.4. For purposes of the protection of center and participants in the command from the pressure of public bodies and propravitel'stvennykh authoritarian groupings, Belorussian of indimediya is forced to put the following limitations on the safety.
  • 3.4.1. Regular encounters can abolish, either be announced not along the public channels, if there are the substantiated fears of attack on the meeting, the threats of arrest, slaughter or organized shadowing after participants in the encounter.
  • 3.4.2. The questions, which relate to location and functioning of the servers of center, either vlekushchiye the divulging of personal data of the members of the commands or connected with the possibility of the criminal pursuit of the members of command are discussed in to the circle of editorial committee by means of the closed technical distribution.
• 3.5. The limitations of p.e.ya bear temporary nature and they will be abolished, as soon as the activity of the independent media- activists in the republic Belarus' will cease to undergo the threat of systematic pursuits.
• 3.6. Any member of command has the right to publicly voice position on any questions as the member of the command Of indimedii, with the condition of observing the principles of chapter 1. Public statements on behalf of Belorussian indimedii as a whole can promulgate beyond the limits of resource only after their consideration and adoption by the members of command.
• 3.7 traceless moderatsiya of kontenta is forbidden, besides the cases on p.e.ya.

4. Rights of the member of the command

The member of command has the right:

• 4.1. To have the open access to the consideration of all solutions of the command of Belorussian Indimedii, and right of suffrage in these considerations (with exception of limitations on p.e.ya).
• 4.2. To samovydvizheniye of its candidature for membership in the editorial association, and also to the publicity of consideration and voting of the acting members of the editorial association for its candidature.
• 4.3. To publicly advance any proposals for the consideration and adoption to the action by the command of Belorussian indimedii. Including of proposal on the cancellation and correction of the previous solutions of command.
• 4.4. To the voluntary secession of command and the repeated entrance into it on the general bases.
• 4.5. To the nonparticipation in execution of the solutions of command, with which it is not agreeable.
• 4.6. To any public statements as the member of the command of Belorussian Indimedii, which do not disrupt the principles of chapter 1, when in the statement clear it is specified that this is the position of the separate member of command, and not command as a whole.
• 4.7. Right to the estimation of the "rating of the tying" of the news of resource, allowed by technology Samizdat.

5. Responsibilities of the member of the command

• 5.1. Not to prevent execution of the decision, accepted by that opened the consideration of command.

6. Additional rights of the member of the editorial association

• 6.1. To participate in resolution of questions on p.e.ya, including in the determination of critical for the technical support of resource.
• 6.2. Right to the access to the closed distribution of the editorial association.
• 6.3. Right to the access to the technical equipment of moderatsii of the content of resource.
• 6.4. Right to the nonparticipation in execution of the resolutions of the editorial association, with which the member of the association is not agreeable.
• 6.5. Right of veto in voting of the command and editorial association.

7. Additional responsibilities of the member of the editorial association

• 7.1. To carry any information, which does not fall under p.e.ya, the consideration of which is begun in the closed size, for the public it is slave and consideration.
• 7.2. Publicly to report about all actions of moderirovaniya of kontenta, and about the reasons for these actions.
• 7.3. Not to prevent the execution of the decision of the editorial association and/or command, with which the member of the association is not agreeable.

8. Technical platform of Belorussian Indimedii.

At present the site of Belorussian Indimedii uses technology Samizdat. With the change or to the modification of program platform the technology must continue to satisfy the following requirements:

• 8.1. Free software
• 8.2. Open for the publication tape of communications on the main page
• 8.3. Possibility of the publication of commentaries to the communications
• 8.4. Mechanism of the protection of the pseudonyms of the users through the moderately-priced mechanism of the registration
• 8.5. Mooring of materials to the themes on the basis of the open voting of the participants
• 8.5. Possibility of the discovery communications for the editing by all uses
• 8.6. Possibility of the selection of the language of user interface, means of the arrangement of the transfers of articles.

9. General principles of moderatsii of kontenta

Moderatsiya of kontenta on Indimedii is exceptional situation, and it is achieved strictly in accordance with the criteria, described in this chapter. The technical capability of moderirovaniya of kontenta have only the members of the editorial association.

It is forbidden to carry out traceless moderatsiyu. This means that each case of moderirovaniya of kontenta (except the removal of doubles and questions of safety) must be publicly fixed by moderator, as far as possible - with the substantiation of the actions used.

The public consideration of the actions of moderators is greeted.

9.1. Types of moderatsii, used on Belorussian Indimedii

9.1.1. Exception from the general tape of the news

Kontent, excluded from the general tape of news, is moderately-priced; however, it is not mapped onto the first page of resource. For the access to the fragment of text, excluded from the general tape of news, it is necessary to turn according to the straight reference, or to establish by means samizdat the option of session "to reflect concealed kontent" into the value "truth".

• Propaganda of hatred, rasovoy/natsional'noy/seksual'noy intolerance
• Doubles of the communications
• Flood (empty or unreadable communications)

9.2.2. Editing by the moderator

• Information, nesanktsionirovanno revealing personal data
• Dokazanno uncertain information about the forthcoming events

9.2.3. The positive opening for the general editing

• Kontent, which is insulting for someone of the users of the resource

9.2.4 physical removal from the data base

• Kontent, whose presence in the data base can contribute to criminal pursuit someone of the members of command, or confiscation of the servers

10. Order of decision making by the command Of indimedii

Consideration and making of any decisions, which affect Belorussian Indimediyu as a whole, is accomplished publically (with exception of the questions, enumerated into p.e.ya). Proposals to the consideration can be advanced by any participants In indimedii. Public considerations are conducted either on the site (in the theme- focus "Belorussian Of indimediya"), or at the open encounters of the association announced on the site.

Belorussian Of indimediya attempts to consider in its solutions the contribution of each participant. In order to avoid in this case the dictatorship both the minority and the majority, decision making is achieved on the basis of the method of formal consensus. The following procedure of consideration and decision making is recommended:

* 1) the possibility to express his position on the discussed question is given to each participant. The solution as a whole is examined in this stage, possible problems can be mentioned, but thus far it is not undertaken the attempts to find the ways of their elimination.

* 2) are identified all possible problems of the solution proposed. In this stage it is important to compose the integral picture of all problems and interrelations between them; therefore also one ought not prematurely to be distracted on the way of their elimination.

* 3) each of the revealed problems consecutively is examined and the ways of its elimination are examined.

For each of the enumerated stages a sufficient and previously stipulated time to the consideration (it rekommenduyetsya to separate not less than the week with the consideration on the site and not less than 20 minutes at the encounter) is separated. If circumstances do not require immediate decision making, it rekommenduyetsya to carry the second stage (but by necessity and the third) to the separate encounter.

If on the completion of all three stages remain the unsolved problems, are possible two versions of the outcome of the consideration:

• A) all participants in the consideration agree to accept proposal with the unsolved problems. In this case all unsolved problems are included in the text of proposal and they become the part of the solution accepted.
• b) the remained problems are fundamental (see Chapter 1) and do not make it possible to dostich' consensus. In this case the solution is blocked.

Each consideration it must coordinate and record minutes that leading. Those leading must be changed from one consideration to the next in such a way that in this role regularly there is each participant in the association. Each stage of decision making must be anticipated by publication or idea of the discussed proposal and brief sums of the previous stages. The solution, accepted by consensus, can be changed only new consensus.

11. Public encounters and the contacts

Public encounters are assigned the solution of the command or of the editorial association. Public encounters in the required order are announced on the site by the Belorussian of indimedii. The solutions of public encounters start and come into force accordingly of p.y0.

The editorial association can for purposes of safety abolish public encounter, about which it is obligated without delay to report on the site and on the straight contacts. The editorial association can for purposes of safety accordingly of p.e.ya transfer encounter into status of nepublichnoy, after extending announcement along the closed slots. In this case the solutions, accepted by the encounter, be totally valid, only if they fall under p.e.ya of present policy. All the remaining solutions must be carry ouied through the procedure of on-line- consideration. 12. Public interrelations

Belorussian of indimediya never and under no conditions it does not render and does not assume aid from the following types of organizations:

• the government organizations of any countries;
• the political parties of any countries and any direction;
• public organizations and the charitable foundations, whose principles disperse from the principles, proclaimed in chapter 1, or subordinated to the types of organizations enumerated above.

13. Use of kontenta

Belorussian Of indimediya greets free reprinting, quoting and propagation by other means of the content of resource. The news of resource are extended according to license GNU General Public License, GNU Free Documentation License, or Creative Commons Attribution-ShareAlike, on your selection. The publication of materials on the site of Belorussian Indimedii implies that the author of communication agrees with the data by propagation conditions.
