Proposal zur Konfliklösung in Belgien

Hi,
because of the current situation, concerning the decision about
disaffiliation of imc-belgium, we would like to voice our ALTERNATIVE
PROPOSAL once more.
Also we like to propose a deadline until the 7th of june (which is one
month after the last deadline) for deciding about this.

In the very moment there are some imc's who support the disaffiliation,
a lot of imc's seem to be neutral or don't feel able to decide and two
imc's (Cleveland and Canarias) BLOCKED the affiliation.

We think our alternative Proposal might be of help in this concret
situation. We want it to be understood as a "first step" towards a
resolution of the conflict. The reasons for this can be found within the
alternative proposal:

Imc-Germany's opinion to the disaffiliation proposal varies from a
neutral to a supported position, but, because of the situation in
general, would like to make a continuative proposal.

Alternativ proposal from Imc-Germany:
The belgium imc website (http://www.indymedia.be) becomes a static
"neutral website", with a short explanation that there is a conflict and
that this page will be not used otherwise until this conflict is being
solved. A link to background information on it could be thinkable as
well. Additionaly links to all local belgium imcs (imc-liege, imc-ovl,
imc-wvl, imc-antwerpen, etc) and to the present Imc-Belgium should be
placed on this page equally. Imc-Belgium should propose a new domainname
for their collective.

Reason:
In the current situation there is so far a majority in support of the
disaffiliation, but there are also two vetos. To our understanding,
decisions in the Indymedia-network are not made by majorities, but in
consensus of all participants. Therefore we have to respect the vetos
and we must look for alternatives to reach consensus. The proposal,
mentioned above, is such an alternative. First of all it expresses the
will of many surrounding Imc's for an end of the present Imc-Belgium and
that it doesn't represent "Indymedia" in all over belgium (because of
the URL & name). Second of all it considers the veto and the alternative
proposal of Imc-Cleveland as well as of imc canarias.

Thus, all Imc's in belgium would be on the same level and they wouldn't
inevitably need to cooperate with each other (what, in this situation,
seems hard to imagine that it would be possible).

Furthermore the alternative proposal supports the wish from Imc-Belgium
for direct mediaton, because it brings better requirements for a real
conflict resolution/transformation in the (near) future.

* the time and date of conflicthandling/-processing is up to the
involved ones

* the primary, and from the outside visible contentious point (the
domain) is neutralised, so people can concentrate on the backgrounds and
real issues of this conflict.

* all people who are involved in the conflict are on the same eye level
(from there on, all are on a local belgium-imc's-level = equality of power).

* the outcome, i.e. the result of the solution of the conflict is kept
open and is up to all who will be involved


If everyone accepts this proposal, the following points need to be
clarified:

* who is responsible for the design of the static website:
"http://www.indymedia.be"?

* which (sub)domain gets Imc-Belgium?

...medium- and longterm perspective:

* how can we approach this conflict, including all wanting and involved
volunteers in all belgium Imc's on a constructive basis???

Imc-Germany wants this proposal to be understood as a first step towards
a following solution. We would like to ask all directly involved Imc's
for their opinion on this until the new deadline (7th june).

aufgrund der aktuellen Situation, betreffend der Entscheidung über den
Ausschluss von IMC-Belgien, möchten wir unseren Alternativ-Vorschlag
noch einmal einbringen.
Ausserdem schlagen wir eine Deadline bis zum 7. Juni (einen Monat nach
der alten Deadline) vor.

Im jetzigen Moment sind da einige IMCs, die den Ausschluss unterstützen,
viele die sich neutral verhalten oder sich nicht in der Lage fühlen eine
Entscheidung zu treffen und zwei (IMC-Cleveland & Canarias), die den
Ausschluss BLOCKEN.

Wir denken unser alternativer Vorschlag kann genau in der Situation
hilfreich sein. Wir möchten ihn als einen "ersten Schritt" in Richtung
einer Lösung des Konfliktes gesehen wissen. Die Begründung für diesen
Vorschlag sind weiter unten erklärt:

Alternativer Vorschlag von Imc-Germany:
Die Landes-Seite (http://www.indymedia.be) wird zur statischen
"neutralen Seite" erklärt, auf welcher kurz erläutert wird, dass es
einen Konflikt zur Belgischen Indymedia-Seite gibt und dass diese Seite
solange ungenutzt ist, bis dieser Konflikt gelöst ist. Ein Link zu mehr
Hintergründen wäre denkbar.
Auf dieser Seite werden ausserdem die bisher existierenden lokalen IMCs
(imc-liege, imc-ovl, imc-wvl, imc-antwerpen) sowie das bisherige
Imc-Belgien gleichberechtigt verlinkt. Ein entsprechender neuer
Domain-Name sollte vom Imc-Belgien Kollektiv vorgeschlagen werden.

Begründung:
In der derzeitigen Situation gibt es zwar eine bislang überwiegende
Mehrheit von Befürwortern für einen Ausschluss, aber auch zwei Vetos.
Unserem Verständnis nach, werden Entscheidungen im Indymedia-Netzwerk
nicht mehrheitlich sondern im Einverständiss aller Beteiligter getroffen.
Daher sind diese Vetos zu respektieren und es müssen andere
Möglichkeiten gefunden werden, über die ein Konsens besteht. Der oben
genannte Vorschlag ist eine solche Möglichkeit.
Er trägt zum Einen dem offensichtlichen Willen vieler umliegender IMCs
dadurch Rechnung, dass das bisherige Imc-Belgien in der Form nicht mehr
weiterexistiert und nicht mehr "Indymedia" in "ganz Belgien" vertritt.
Zum Anderen berücksichtigt er die Vetos und den Alternativ-Vorschlag des
IMC Cleveland und des IMC Canarias.

Alle belgischen IMCs wären somit auf gleicher Ebene und müssten auch
nicht zwangsläufig miteinander kooperieren, was in Anbetracht der recht
eskalierten Situation auch schwer möglich scheint.

Ausserdem wird der u.a. vom Imc-Belgien genannte Wunsch nach direkter
Konfliktlösung unterstützt, da durch diesen Vorschlag bessere
Voraussetzungen zur Konfliktbearbeitung geschaffen werden:

* Der Zeitpunkt der Konfliktbearbeitung/-austragung kann durch die
Beteiligten frei gewählt werden (kein Zeitdruck oder Zugzwang - Prinzip
der Freiwilligkeit).

* Der primäre und nach aussen sichtbare Streitpunkt (die Domain) ist
neutralisiert, so dass sich auf die Hintergründe und wirklichen Ursachen
des Konfliktes konzentriert werden kann (Gegenseitiges Zuhören und
Verständnis für die Position/Interessen des anderen wird dadurch
erleichtert).

* Alle Beteiligten befinden sich auf gleicher Augenhöhe, weil alle dann
lokale belgische imc's wären. (Machtgleichheit).

* Der Ausgang, d.h. die Ergebnisse einer Konfliktlösung sind offen und
werden durch die Beteiligten selber bestimmt (keine festen Lösungsvorgaben).

Wenn dieser Vorschlag angenommen wird, sind nur noch folgende Punkte zu
klären:

* Wer übernimmt die Gestaltung der entsprechend statischen Seite:
"http://belgium.indymedia.org" ?
* Welche Domain bekommt das bisherige Imc-Belgien ?

...und mittel- und langfristig:

* Wie kann dem Konflikt zwischen den Beteiligten Personen die in den
belgischen IMCs engagiert sind konstruktiv begegnet werden ???

Imc-Germany schlägt zunächst vor, diesen Vorschlag als ersten Schritt zu
einer zukünftigen Lösung aufzufassen. Wir möchten vor allem die direkt
beteiligten IMCs bitten, sich bis zur Deadline (7.6.2005) zu äussern.

Wie vom Imc-Cleveland und auch anderen Stimmen im Netzwerk zu vernehmen
ist, sind langfristige kreativ-konstruktive Lösungen für den Umgang mit
solchen Konflikten gefragt...

Hola,
debido a la situación actual, referente a la decisión sobre la
desafiliación de imc-Be'lgica, quisiéramos expresar nuestra OFERTA
ALTERNATIVA una vez más.
También tenemos gusto de proponer un plazo hasta el 7 de junio (que es
un mes después del plazo pasado) para decidir sobre esto. En el mismo
momento hay algunos imc que apoyan la desafiliación, los muchos de los
imc se parece ser neutral o no se siente capaz de decidir y dos imc
(Cleveland y Canarias) BLOQUEADOS la afiliación.

Pensamos que nuestra oferta alternativa pudo estar de ayuda en esta
situación del concret. Quisiéramos que fuera entendida como "primer
paso" hacia una resolución del conflicto. Las razones de esto se pueden
encontrar dentro de la oferta alternativa:

Oferta alternativa de Imc-Alemania: El Web site de Bélgica imc
(http://www.indymedia.be) se convierte en un "Web site neutral
estático", con una explicación corta que hay un conflicto y que esta
página no será utilizada de otra manera hasta que se está solucionando
este conflicto. Un acoplamiento a la información de fondo sobre él podía
ser thinkable también. Los acoplamientos de Additionaly a todos los imcs
locales de Bélgica (imc-Lieja, imc-ovl, imc-wvl, imc-antwerpen, etc) y a
la actual Imc-Be'lgica se deben poner en esta página igualmente.
Imc-Be'lgica debe proponer un nuevo domainname para su colectivo.

Razón:
En la situación actual hay hasta ahora una mayoría en la ayuda de la
desafiliación, pero hay también dos vetos. A nuestra comprensión, las
decisiones en la Indymedia-red no son tomadas por mayorías, sino en el
consenso de todos los participantes. Por lo tanto tenemos que respetar
los vetos y debemos buscar alternativas para alcanzar consenso.
La oferta, mencionada arriba, es tal alternativa. Primero de todos
expresa la voluntad de mucho Imc circundante para un extremo de la
actual Imc-Be'lgica y eso no representa "Indymedia" en todo el excedente
Bélgica (debido a el URL y el nombre). En segundo lugar de todos
considera el veto y la oferta alternativa de Imc-Cleveland así como imc
de canarias.

Así, todo el Imc en Bélgica estaría en el mismo nivel y no necesitarían
inevitable cooperar con uno a (qué, en esta situación, se parece
difícilmente imaginarse que sería posible).

Además la oferta alternativa apoya el deseo de Imc-Be'lgica para el
mediaton directo, porque trae requisitos mejores para un conflicto
verdadero resolution/transformation en (cerca) el futuro.
* la hora y la fecha de conflicthandling/-processing está hasta los
implicados
*, y del exterior que se neutraliza el punto discutible visible (el
dominio), así que gente puede concentrarse en los fondos y verdadero las
aplicaciones primarias esto están en conflicto.
* toda la gente que está implicada en el conflicto está en el mismo
nivel del ojo (de allí encendido, toda está en un Be'lgica-imc's-nivel
local = la igualdad de la energía).
* el resultado, es decir el resultado de la solución del conflicto se
mantiene abierto y está hasta todos que estén implicados

Si cada uno acepta esta oferta, los puntos siguientes necesitan ser
clarificados:

* quién es responsable del diseño del Web site estático:
¿"http://www.indymedia.be"?
* que (el sub)domain consigue Imc-Be'lgica?

... perspectiva media y de largo plazo:
¿* cómo podemos acercar a este conflicto, incluyendo todo el deseo y
voluntarios implicados en todo el Bélgica Imc sobre una base
constructiva???

Imc-Alemania quisiera que esta oferta fuera entendida en primer lugar
hacia una solución siguiente. Quisiéramos pedir Imc todo directamente
implicado su opinión sobre esto hasta el nuevo plazo (el 7 de junio).
