Proposal: A facilitator and a note-taker will be present/appointed at every meeting, and we will use hand raising to be added to the stack of people waiting to talk. CONCENSUS

Proposal: Anyone wishing to take part in the concensus process must attend at least 2 meetings before being able to vote. That is, on their third meeting, the newcomer is considered to be part enough of the group that they can vote. CONCENSUS
Proposal: We will operate on "strict" concensus. That is, we will not operate on concensus minus one, majority or any other system - all parties must agree for a proposal to become action. However, there are two actions which one may take if one does not agree with a proposal: A stand-aside (which does not block concensus, merely indicates hesitance or lack of information on the part of the person standing aside), and a block. A block's usage must be reserved for very strong reasons - to the level of moral convictions, and an explanation of the reason for the block must be provided by the blocker. If there are more than a "few" stand asides, there is no concensus, and the proposal does not go through (a "few" is left intentionally vague, due to the varying size of our meetings). CONCENSUS
Proposal: At the beginning of each meeting, there will be an enumeration of the agenda items concensed upon at the previous meeting. CONCENSUS
Proposal: All items the group has adopted in the past, that is before the 7/14 meeting, whether formally concensed upon or not, must be revisited and concensed upon, in order to avoid the situation where that is "status quo" now, but was never formally agreed upon, cannot be changed due to a single block. CONCENSUS
Proposal: All decisions will be kept in a log. It is the job of the meeting's secretary to keep this log and ensure it's accuracy. This log will be stored both online and on hard copy in a folder. A person who makes a motion has the responsibility to check it online/in the folder to check online and make sure that their proposal is worded properly, as they intended it, and has the right to reintroduce the topic at the next meeting if the log was kept inaccurately. Proposal: The items to be revisited shall be posted on the website so people can review them before the meeting (not just the mailing list). CONCENSUS
Proposal: Decisions concensed upon must be briefly voted upon, and if there is any dissent, opened for discussion again at the beginning of the next meeting CONCENSUS
Proposal: Anyone can call for a 30 second timeout for a "volume/vibe check" CONCENSUS
Proposal: A tape recorder shall be used to ease the note-takers job at meetings, but anyone present at the meeting can block its usage if so desired. CONCENSUS
Proposal: A quorum of 3 people is needed to have concensus on any item. CONCENSUS
Proposal: A valid reason for a block is that a person feels there are too many stand-asides. CONCENSUS
Proposal: A working group shall be formed for composing a "newbie packet" which will be offered to anyone new at a meeting. The packet will be offered in hard-copy form, but shall also be available on the website (if the newbie wishes not to waste trees/is more comfortable with reading online). CONCENSUS

Proposal: Because of advertising issues with Lightlink, NYFFS will be in charge of getting bandwidth and share that bandwidth with the IMC. CONSENSUS

Proposal: A coordinator may be used when necessary for an event, though this may conflict with the ideology of working groups. CONSENSUS
Proposal: IRC and mailing lists may be used by everyone, but Arc is official representative with global techs, and Law is official representative of IMC Ithaca on other channels. Only these two may present their words as representative of the entire group. CONSENSUS
Proposal: Significant "housecleaning" within the group is necessary. An editorial will be published to the website explaining the situation. CONSENSUS
Proposal: Web site viewers will be informed about the breaches of anonymity that occured, and that Ithaca IMC is committed to anonymity, and is actively pursuing solutions. Advisories will be placed in several sections of the site. CONSENSUS
Proposal: Written agreements will be drawn up between Ithaca Indymedia and Seespot, and examined by legal services if possible. CONSENSUS

Proposal: A separate announcements list will be created. This list will be focused on the future, and it will allow readers to easily access information about uncoming events without wading through the content on the normal list. CONSENSUS

Proposal: When donations are received, the donor may control where that money is spent if they wish, but the individual receiving the donation on behalf of IMC does not have that same control. CONSENSUS

Proposal: Ithaca Indymedia is concerned about issues of secure communication. In November, NYFFS will present a cryptography workshop for Ithaca Indymedia, and we will invite other IMCs and activist groups. CONSENSUS
Proposal: IMC Ithaca accepts responsibility for the removal of all NYFFS/IMC equipment by November 1st. CONSENSUS
Proposal: Neil will sell the wireless networking card in order to repay Lucas, as long as it is not sold at a loss. CONSENSUS

The print working group brought a mission statement to the group, which was modified to read as such:
Within the mission of the Independent Media Center of Ithaca, our mission is to disseminate, in print, information from many sources.
Because of the potential for conflict of interest, all sources of income for the print working group must be approved by concensus of the independent media center of Ithaca.
With input from the group at large, and the print-WG people, Neil and Eric will refine the mission statement this week.
CONCENSUS with one abstention.
The donation cap was reintroduced since it was felt that it was too low and was holding the group back.
After much debate about whether to tie the cap to the living wage (which isn't government-enforced) and the minimum-wage (which is, but is closer to the reality of what people make), it was decided to increase the donation cap to $300/calendar year pro-rated to the time a person joins the group.
CONCENSUS unanimous.
