Website Redesign

It is all in html (except the banner), though none of the links are active. It fully includes, as far as I can tell, all of the guidelines that were set at the Summer Meeting, that I have received since then, and that were given at the January meeting.

Please add another section if you think there should be one (Wiki instructions here).Notes from the Summer and January meetings are included in each section. I hope this gives us a clear way to evaluate and discuss the merits of the different aspects of the site and move toward a consensus on the design.

Everyone is encouraged to include their feedback in each section or here.
