creating script for language choice in newlist script

description: the new version of mailman allows for internationalization. The new version of mailman will be installed on the new mailserver, the project which is located at SaraiOverHaul. Having internationalization means that each list will have to decide what its default language choice will be. On list creation this should be set, ideally this could be set via the newlist script, along with the description and categories so that when the list is created the person creating it doesnt have to go to the list configuration page to set these three things.
