Internationalization
Internationalization (i18n) means building an application so that it can be localized. Which is to make, writing a program so that it can be translated, displayed both in the proper language, and with locale specific features like proper number formating.
Translation How-To
Creating a new langauge for Mir is as simple as editting one text file. You do not need to know Java. You do not need to know HTML. As initial draft of detailed translation directions

Technical Explanation & Java
Java makes this process much easier by having a standard set of tools for Internationalization. We use Java's Locale,
