There are some USAID projects to develop internet/computer/GNU/Linux skills in Mali. There is naturally a risk that these projects will encourage people to use the internet to favour elites and corporations and to carry out pro-US-corporation "revolutions" rather than to improve human rights protection - after all, the goal of USAID is openly stated to be to advance the political and economic interests of the United States

But it's probably useful to be aware of this - locals can still subvert this training - knowledge in GNU/linux can be applied to run independent media as well as to run pro-corporate dependent media.
