Detailed Situation in Lausanne

Security Outlook

Lausanne's lake-front area (Ouchy) will be divided into three off-limits red zones ( map of red zones ). The red zones will also be surrounded by a much larger yellow zone where all protests are illegal.

East Red Zone: The G21 and NEPAD delegations (including presidents) will be staying in Lausanne in the hotels in this zone.

Central Red Zone: Includes the port where delegates will board the boats to go to Evian, less than 13 kilometers on the other side of Lake Leman (see regional map).

Western Red Zone: Mostly parking lots and open plazas.

Yellow Zone: Surrounds all Red Zones and all of Southern Lausanne (lake-side). Since protests are not permitted under "normal circustances" this could cause problems with police repression. Many students live in this area.

The following is the list of the official delegations expected in Lausanne by the authorities (9.5.3):

"Emerging" Economies

  • Morroco
  • Saudi Arabia
  • Mexico
  • Brazil
  • Malaysia
  • India
  • China

NEPAD Countries

  • Egypt
  • Algeria
  • Nigeria
  • South Africa
  • Senegal

Planned Actions

During the larger protests the "Turtle" strategy (move forward, move back) will be used. An internal security group is being debated among the organizing comitte. It will try to talk to violent protesters and if needed isolated. The group could potentially include communist activists from the Turkish and Kurdish communities in Lausanne. The rally point in case of problems is the Place de Milan (outside the Yellow Zone). Up to 50,000 people are expected to attend the larger rallies.

Saturday, May 24

12h00: Plaza of Milan C'Village picnic. This should be a quite substantial gathering.

Monday, May 26

16h30: Parc de Mont-Repos Inter-gymnasium protest, uniting all the high schools of the city.

18h00: C'Village Lausanne P!Nk and S!LV3R First Meeting

Thursday, May 29

18h00: Bellerive, beside the western red zone. The first large protest, it will finish in the Place de la Riponne, in downtown Lausanne. Concerts and other events are planned at the end.

Friday, May 30

Arrival of bicycle caravan protest from Bern

Saturday, May 31

Dusk: Lake-side The ring of fire ("Feu au lac" in French) protest will begin. A series of bonfires will be started all around Lake Leman.

Sunday, June 1

15h00: Plaza of Milan Second large protest. This one will follow the yellow zone along it's western part and surround the red zone.

Independent Media Centers

Lausanne Downtown IMC

This is the main IMC, located in downtown Lausanne. Currently we have two complete radio studios (see EvianRadioG8) capable of streaming , a dispatching area and a couple of other common work areas.

Directions from the Lausanne train station and from the Flon metro station can be seen in the following map. Some points of interest are also highlighted:

Network

The network follows certain guidelines:

Redundant: The Siatis network is redundant, with a leased line complemented by several wireless connections. Status: Finished.

Secure: The IMC network has a secure connection with the Internet and with other IMCs.

  • In addition to Siatis security, there's an OpenBSD firewall with port filtering (only allows SSH and SMTP in, but no servers use it).
  • A SILC server is being installed.

Isolated: The firewall/router uses OpenBSD. A DHCP server is also available on the internal network. The gateway address is 192.168.168.1, netmask is 255.255.255.0 and all addresses above 192.168.168.101 are free for those who do not wish to use the DHCP server. If need be, there are four external IP addresses available.

Infrastructure

There are six working workstations with the following:

  • 266 Mhz Pentium Compaq computers with CD drive and Linux installed, Windows must be reinstalled after.
Status: 30 CHF x 6 = 180 CHF - 100 CHF = 80 CHF to pay

There are two working video editing stations (a G4 and a G3) with all the necessary software.

There are two complete studios capable of streaming.

Other IMCs can perhaps help with hardware (Florian mentioned the British).

The telephone lines to the Chemistry School are installed but we must use an external phone line for security concerns. Status: Get external line and forward calls.

Integration of satellite van to the Siatis network Status: Exploratory stage, contact both parties

Visiting IMCs

  • IMC Zurich
  • IMC UK
  • IMC Argentina
  • IMC Italy
  • IMC Israel (partially)
  • IMC Germany?

Lausanne Lake IMC

The village situation is still volatile, but has for the moment been settled. There is now one village, located in two separate locations (the camping and the c'forum). The locations are the same as the official village and the c'village respectively.

The c'forum is in Dorigny. Is is easy to reach will the TSOL (the "subway") from downtown or by foot from the restricted zone.

The camping village is also near the TSOL stop of Mouline.

It will be relatively far away from the expected protest routers and the port where many G8/G21 delegates and workers will leave for Evian.

Connectivity and Network

The networking is being explored. There are computers but no network.
