Very Secure Ftp Daemon comes as the default FTP server on Fedora and the following set it up allows allow anon FTP uploads of media files but not downloads for sites running MiR.

The following /etc/vsftpd/vsftpd.conf config works on a Fedora Core 1 box with /var/spool/ftp/ owned by root.root and /var/spool/ftp/upload/ owned by vsftp.vsftp, vsftp is a user that was manually set up with no login set in /etc/passwd: vsftpd:x:92:92:vsftpd:/var/spool/ftp:/sbin/nologin you need to have ports 20 and 21 open for this to work.
